65 INFRASTRUCTURE FACILITIES IN DONETSK AND LUGANSK OBLASTS TO BE EQUIPPED WITH SOLAR GENERATORS
65 infrastructure facilities in 19 settlements of Donetsk and Lugansk oblasts will be equipped with solar generators.
Today, on November 30, the relevant memorandum was signed between Ministry for Reintegration of Temporarily Occupied Territories, Naftogaz of Ukraine NJSC, and Lugansk and Donetsk Oblast State Administrations.
The “Stand on the Light Side” project is being implemented for funds of Naftogaz of Ukraine NJSC. The indicative amount of investments of Naftogaz of Ukraine comprises approximately 100 million UAH.
“This project was initiated under the decision of the Government. The essence of the project is to provide the public areas and facilities most used by people on the Ukrainian territories adjacent to the contact line, with solar generation equipment. Ministry for Reintegration is coherently implementing its policy to ensure comfort for Ukrainian citizens from both sides of the contact line. Our unofficial slogan is ‘Ministry is for people and about people’. The ‘Stand on the Light Side’ project is one of the stages of implementation of the coherent policy of the Government of Ukraine with regard to ensuring comfort for our citizens. The first stage of the project, carried out jointly with Naftogaz, was implemented in the new service center at the checkpoint in Shchastya. In my opinion, the two state companies – Naftogaz and Oshchadbank – are demonstrating their participation and concern. I am entirely grateful to Naftogaz of Ukraine NJSC and personally to Andriy Kobolev for the possibility to implement this project,” stressed Vice Prime Minister of Ukraine Oleksii Reznikov.
In total, 65 locations have been determined in 19 settlements of Donetsk and Lugansk oblasts, to be equipped with solar generation facilities. In particular, this refers to all the checkpoints. The result is already visible in Shchastya, in Novotroyitske it can be seen already in three weeks, the next one will be in Stanytsia Luganska in early next year.
“However I would like to stress that it refers not only to the checkpoints, but also to buildings and routes our people actively use on the Government-controlled territories on daily basis. For instance, in Shchastya, 2 nursery schools, 2 schools, the city palace of culture will be equipped; in Novotroyitske – 2 schools; in Stanytsia Luganska, Avdiyivka, Volnovakha, Sartana – the local hospitals and other facilities. In total, 28 schools and nursery schools, 7 health care institutions, 4 palaces of culture, several parks, tens of pedestrian crossings, public transport stops, and recreation zones, even one junior technicians’ station will be equipped. The main thing is that people need to see the changes and to feel the safety and comfort every day close to their house, at schools and nursery schools where their children study. This has to become the norm,” Reznikov added.
Implementation of the project is aimed at energy independence and, finally, energy saving. For instance, the solar panels at the Shchastya checkpoint will generate energy for 410 thousand UAH throughout the year.

We remain the largest taxpayer in Ukraine, having transferred 90.3 billion UAH to the budgets of all levels for the 10 months of 2020, which comprises 11% of the total state budget revenue for the mentioned period. Thus it is a great honor to us to be involved into implementation of the project of recovery of the social infrastructure in the Donbass. Thanks to this initiative, we are aiming to improve the livelihood of people residing along the contact line. It is important to ease the conditions for passing through the checkpoints for Ukrainian citizens, to ensure their access to educational and health care services, to rebuild the infrastructure destroyed by the war, to improve the living of our fellow citizens,” noted Andriy Kobolev, Chairman of the Board of Naftogaz Group.
