70/30 - CO-FUNDING FOR PROVISION OF TEMPORARY HOUSING AND SERVICES FORDISPLACED PERSONSHAVE BECOME MORE AFFORDABLE FOR LOCAL AUTHORITIES
Today, on the initiative of MTOT, the Government of Ukraine has made amendments* that will allow to fund activities for the provision of temporary housing for IDPs and to equip Centers for administrative service provision (hereinafter referred to as CASP) in the ratio: 70% from the state budget, 30% from the local budget. Before this, the budget program for such co-funding acted in a ratio of 50/50, so the amount of co-funding of relevant activities from the local budget decreased from 50 to 30%.
In recent months, the question of assistance to the local authorities in providing housing for displaced persons has been discussed by MTOT with representatives of many communities, which accepted IDPs throughout Ukraine. We received support and positive feedback from local authorities on expanding the circle of communities participating in the program in case of adoption of Government decision to reduce the share of co-funding.
Through the changes adopted today, more communities could have an opportunity to participate in this program, which for its part will help to provide internally displaced persons with temporary housing and will simplify access to administrative services for people living in towns located on the contact line and temporarily occupied territories in Donetsk and Luhansk Oblasts.
Recall that MTOT launched a program for the provision of temporary housing and equipment of service centers for issuing passports for IDPs and residents of occupied territoriesin 2017. The procedure and conditions for the implementation of this program (subventions from the state budget to local budgets) were approved by the Cabinet of Ministers of Ukraine** developed by MTOT.
Implementation of the subvention in facts and figures:
- the total amount allocated from the state budget for 3 years is 85 million UAH;
- 5 Oblasts took part in co-funding: Donetsk, Luhansk, Kharkiv, Zaporizhzhia, Dnipropetrivsk and towns Slaviansk, Pokrovsk, Mariupol, Kostiantynivka, Sievierodonetsk, Zvanivka, Efremivka, Kurakhove, Rodinske, Velyka Novosilka, Berdiansk, Lyman, Zolote, Popasna, Kryvyi Rih, Prymorske;
- Around 600 of IDPs were provided with temporary housing in 2017-2018 and about 200 more are planned in 2019;
- in 13 cities of Donetsk and Luhansk Oblasts, the CASPs are opened or equipped to obtain passports, receiving or restoring important documents for displaced persons, the Ukrainian civilians living on the contact line and in the temporarily occupied territory of Donetsk and Luhansk Oblasts.
