The Government of Ukraine makes every effort to simplify the admission process for applicants from the territories of Ukraine temporarily occupied by Russia.

Therefore, at the last extraordinary session, the Cabinet of Ministers of Ukraine has adopted a decision, that allows children who want to enter the Ukrainian higher education institutions out of the list, which provides for a simplified procedure (to 91 universities, on the basis of which the educational centers "Crimea-Ukraine" and "Donbas-Ukraine" are operating, without passing the external independent testing (EIT)), not to undergo the medical observation.

Relevant amendments have been made to the Government Resolution No.392 dated from May 20, 2020.

“Together with the Ministry of Education and Science and the Ministry of Health we have developed very critical amendments for applicants from the territories of Ukraine temporarily occupied by Russia, from Donbas and Crimea. According to them, children who are planning to enter higher education institutions out of the list of the institutions under a simplified procedure should not undergo the medical observation. Similar flexibilities apply to one person accompanying each of the applicants,” said Inna Holovanchuk, Deputy Minister for Reintegration of the Temporary Occupied Territories.

Let us recall, that in 2020, applicants from the territories of Donetsk and Luhansk Oblasts of Ukraine, the Autonomous Republic of Crimea and Sevastopol temporarily occupied by Russia will be able to enter the Ukrainian higher education institutions under a simplified procedure without passing the external independent testing (EIT) up to 91 universities, on the basis of which the educational centers "Crimea-Ukraine" and "Donbas-Ukraine" are operating.
