Government Adopted Implementation Plan of IDP Integration Strategy

On November 21 the Cabinet of Ministers of Ukraine adopted an order "On Approval of the Action Plan for Implementation of the Strategy of Integration of Internally Displaced Persons and Implementation of Long-Term Solutions to Internal Displacement until 2020"(hereinafter - Implementation Plan of IDP Integration Strategy), the draft of which was developed by MTOT as execution of paragraph 2 of Decree of the Cabinet of Ministers of Ukraine dated November 15, 2017 No. 909-p "On Approval of the Strategy of Integration of Internally Displaced Persons and Implementation of Long-Term Solutions to Internal Displacement until 2020. "
The main objective of the document adoption is to ensure the implementation and protection of rights, freedoms and legitimate interests of internally displaced persons, introduction of long-term solutions taking into account interests of host communities, establishing effective cooperation between IDPs and local self-government bodies, eliminating any manifestations of discrimination and achieving social cohesion.
Implementation Plan of IDP Integration Strategy provides program measures in three strategic directions:
-      improvement of mechanisms of overcoming barriers in implementation of rights of internally displaced persons;
-      simplification of the procedure for protection and realization of property rights of internally displaced persons;
-      support of host territorial communities in the process of integration of internally displaced persons.
It has to be noted that during the development of Implementation Plan of IDP Integration Strategy draft, as well as during the development of the Strategy itself, the Ministry thoroughly analyzed the experience of foreign countries regarding the integration of internally displaced persons and the implementation of long-term solutions on internal displacement, in particular, the Republic of Azerbaijan and the Republic of Georgia.
In addition MTOT carefully studied and processed the reports and proposals for the regulations drafts that came from representatives of scientific circles, international and national organizations. It also conducted consultations with concerned public and got approval of state authorities.
Implementation of the Plan of IDP Integration Strategy will have a positive impact on interests of IDPs who are forced to leave their places of residence due to armed aggression of Russian Federation against Ukraine, temporary occupation, manifestations of violence, human rights violations, etc., and will promote the full support of the communities that host internally displaced persons.
