Almost every day MTOT records targeted actions on destabilization and influencing Ukrainian society: acts of vandalism, violence, religious provocations, recruitment, subversion and a number of other events - shake the situation inside the country and make it vulnerable from the outside. The research and analysis of open source information executed by MTOT shows that in October there were about 170 events that could destabilize the situation inside the country.
Recruiting Ukrainian citizens and using them by Russian Federation to incite and promote the split in Ukraine is one of the threats. For example, at the end of October, employees of the Security Service of Ukraine exposed a citizen of Odessa, who distributed anti-Ukrainian materials in Russian social networks. "Agitator" regularly posted anti-Ukrainian materials on personal pages calling for the change of the state border and the constitutional order of Ukraine and popularized terrorist organizations. Culprit received information from Russian propaganda Internet publications and sites of temporarily occupied territories.
So far, one of the problem areas actively used by the aggressor state to destabilize the situation in Ukraine remains pseudo-mining. in October 29 cases were registered: 12 in Lviv, 6 in Odessa, 4 in Kyiv and Kyiv oblast, 2 in Kherson oblast and one in each of Mykolaiv, Volyn, Zakarpattia, Donetsk and Kharkiv oblasts.
In parallel with escalation of situation, there is a large number of cases of illicit manufacturing and distribution of illegal weapons. For example, near the village of Triokhizbenka of Luhansk oblast, law enforcement officers found and seized from the hiding place 8,760 cartridges of caliber 14.5 mm, 12.7 mm, 5.45 mm and 7.62 mm, as well as 40 high-explosive 23 mm shells and 10 rounds for manual RPG grenade launcher.
3,672 cartridges of different caliber, 46,400 bullets of different caliber, 14,350 shells of different caliber, 4 grenades, 7 handguns, 16 hunting carbines and rifles, 1 assault riffle, various components to handguns of various makes and calibers, rifle reels, various billets, accessories for converting and manufacturing weapons and ammunition were found and seized from local residents of Kryvyi Rih of Dnipropetrovsk oblast. By request the youngsters converted Turkish noisemaking guns into guns for lead and rubber bullets and made ammunition for them.
In Bakhmut, Donetsk oblast, more than 100 grenades, 14 RPGs, rounds for a under-barrel grenade launcher, anti-tank mines and more than 20,000 cartridges were detected and seized in one of the garages in the private housing sector by law enforcers.
According to monitoring, in October, the largest number of cases that could destabilize the situation in Ukrainian society was recorded in Odesa (19%), Donetsk (17%), Lviv (9%), Sumy (8%) and Zakarpattia (7%) oblasts.
In accordance with the provisions on its activities, MTOT implements measures related to the conflict and vulnerable territories. In addition it has a priority of strengthening the resilience of Ukraine to the challenges that are often artificially created from the outside for its weakening.
Such measures include coordinating efforts to monitor and analyze data, implementing preventive measures for conflict resolution in communities - not only in the east, but all over the country.
