THE CABINET OF MINISTERS HAS SIMPLIFIED THE RECEIPT OF TARGETED ASSISTANCE TO IDPs FOR THE QUARANTINE PERIOD

The Cabinet of Ministers of Ukraine has simplified the procedure for receiving monthly targeted assistance to internally displaced persons to cover the living expenses, including for utilities and communal payments during the quarantine period.

The relevant resolution was approved at a Government meeting on Wednesday, April 8.

Therefore, if the current six-month period for the payment of the allowance ends during the quarantine or restrictive measures related to the spread of coronavirus (COVID-19) and within 30 days from the date of its cancellation, the allowance is granted for the next six-month period without submission of the relevant application and documents as previously provided, at the same amount as it is paid during the current six-month period.

In addition, the specified terms are not counted during the period of stay in the areas of Donetsk and Luhansk Oblasts, the Autonomous Republic of Crimea and Sevastopol, temporarily occupied by the Russian Federation.

It is also prohibited to make a decision on cancellation of certificate of the IDP for the specified period.

It is also prohibited to suspend carrying out expenditure transactions on the current account of an internally displaced person in the absence of physical identification by the PJSC “State Savings Bank of Ukraine” (Oschadbank).

“We are doing our best to minimize the inconveniences caused by the forced quarantine measures. The whole world has become a hostage to the pandemic and all countries are imposing strict restrictions. Even stricter than in Ukraine. These are anti-pandemic measures that are most effective in reducing and preventing disease. Once again, I urge everyone not to leave their homes without an emergency. If you are going to supermarkets, think about your elderly neighbours, show care and help to prevent the elderly from being at risk, because they are in the risk group,” emphasized Deputy Prime Minister Oleksii Reznikov.

The corresponding amendments were made to the Resolutions of the Cabinet of Ministers of Ukraine dated from October 1, 2014 No. 505 “On the provision of monthly targeted assistance to internally displaced persons to cover the living expenses, including for utilities and communal payments”, dated from October 1, 2014 No. 509 “On registration of the internally displaced persons”, dated from November 5, 2014 No. 637 “On social benefits for internally displaced persons” for the implementation of subparagraphs 1-3 of paragraph 3 Article 2 “Final provisions” of the Law of Ukraine “On Amendments to Some Legislative Acts of Ukraine aimed to prevent the emergence and spread of coronavirus disease (COVID-19)”.

Let us recall, that earlier the Ministry for Reintegration initiated temporarily not to apply for IDPs the need to confirm the presence on the Government controlled territory of Ukraine at the time of introduction of quarantine, so that the Ukrainians could keep their certificate on the registration of internally displaced person and to receive accrued pensions and social benefits after the quarantine.
