THE CABINET OF MINISTERS HAS ALLOCATED UAH 3.5 MILLION FOR THE PURCHASE OF HOUSING FOR IDPS
The Cabinet of Ministers of Ukraine at its meeting on November 16, has distributed subventions from the state budget in the amount of UAH 3.43 million for the purchase of housing for internally displaced persons (IDPs). Local budgets will allocate up to UAH 1.5 million to these funds.
At the expense of this subvention, subject to co-financing from local budgets, local governments plan to purchase 10 apartments for 28 internally displaced persons in Pokrovsk city of Donetsk oblast, in Konotop city of Sumy oblast, and in Pervomaisk city of Kharkiv oblast.
Local governments allocate the purchased apartments to internally displaced persons in accordance with the Procedure for Provision of Housing for IDPs approved by Government Resolution No. 582.
According to the Procedure, the priority right to housing is given to IDP families with minor children, pregnant women, people who lost their ability to work and IDP pensioners.
This is the last subvention in 2020. In total, this year, UAH 20 million were allocated in accordance with the budget program "Subvention from the state budget to local budgets for the implementation of activities to support areas adversely affected by the armed conflict in eastern Ukraine".
It is expected that by 2020, 84 capital facilities will be purchased by local governments at the expense of the subvention, which allows to provide 260 IDPs with housing.
In the draft state budget of Ukraine for 2021, the Government has planned to allocate more than UAH 125 million for this program and recommends that local governments or relevant civil-military administrations provide funds for co-financing in their respective local budgets.
