THE CABINET OF MINISTERS OF UKRAINE APPROVED THE REGULATIONS ON THE MINISTRY FOR REINTEGRATION

Today, the Cabinet of Ministers of Ukraine approved the regulations on the Ministry for Reintegration of the Temporary Occupied Territories of Ukraine.

“In fact, one and the main things I want to say, commenting on our regulations: we do not divide Crimea and Donbas, for us both regions are temporarily occupied territories of Ukraine by the Russian Federation. Both regions are on the agenda with the same priority, and that is how the regulations of the Ministry are written. All measures aimed at social protection, ensuring human rights, socio-economic, humanitarian and cultural issues, development of infrastructure in the temporarily occupied and adjacent territories equally apply to both Crimea and Donbas,” emphasized Deputy Prime Minister of Ukraine, Minister for Reintegration of the Temporary Occupied Territories of Ukraine Oleksii Reznikov.

Therefore, among other things, the main tasks of the Ministry are determined by the formation and realization of the state policy on the following issues: the temporarily occupied territories of Ukraine and  ensuring protection of the rights of all citizens residing there, the final objective of which is the restoration of constitutional order on these territories; restoration of territorial integrity of Ukraine within the internationally recognized state border of Ukraine; restoration and peacebuilding, building capacity of TOT and adjacent territories after their reintegration.

It is determined that the Ministry shall, in particular, collect and systematize information on violations of the rights of Ukrainian citizens, foreigners and stateless persons, including those deprived of personal freedom due to the actions of illegal armed groups, the occupation administration and/or the Russian Federation authorities in the temporarily occupied territories of Ukraine. Moreover, the Ministry will coordinate the implementation of measures to protect and ensure the rights and interests of persons deprived of their freedom and their families due to the actions of illegal armed groups, the occupation administration and/or the Russian Federation authorities in the temporarily occupied territories of Ukraine. The Ministry will also coordinate the preparation and introduction of the principles of transitional justice and coordinate the implementation of measures aimed at protecting and restoring the right to the assets of state, municipal and private property located in the TOT.

The Ministry in its actions cooperates with the Ministry of Defence, the General Staff of the Armed Forces of Ukraine, the Security Service of Ukraine, the Ministry of Internal Affairs, the State Service of Special Communication and Information Protection of Ukraine, the National Guard, the State Border Service, the State Guard of Ukraine, the National Police, the State Emergency Service of Ukraine, intelligence agencies and other military units and law enforcement agencies to protect civilians living along the contact line and in the temporarily occupied territories of Ukraine.
