On July 15, the Cabinet of Ministers of Ukraine has adopted regulation on realization of a social charitable program to restore the welfare of residents and develop territorial communities of Donetsk and Luhansk oblasts.

Within the framework of this program, a joint initiative of the Ministry for Reintegration and NJSC "Naftogaz Ukraine", it is planned to install solar power plants on residential and social infrastructure buildings, including educational, health care, culture, sports institutions and the like, premises of law enforcement agencies, government bodies and local governments.

There will also be lighting installed on pedestrian crossings, bridges, public transport stops and other public places based on photo-voltaic cells.

The total amount of funding under the programme will be UAH 100 million.

“We want to send another signal that Donbas is not only about a war. The free territory of Donetsk and Luhansk oblasts is being developed, restored, it is one of the priorities of the Government. I want to thank the leadership of NJSC "Naftogaz Ukraine" for the opportunity to realize this initiative. This program is aimed to solve three issues. First, to increase the energy dependence of facilities, which citizens use the most. Secondly, we want to increase safety and comfort for citizens who move across the contact line. So that a person can charge his phone, use the Internet, download necessary programs or get information. Thirdly, we want to save money for local communities. By investing in modern infrastructure in Donetsk and Luhansk, we create the necessary prerequisites for safe reintegration,” emphasized Oleksii Reznikov, Deputy Prime Minister, Minister for Reintegration of the Temporary Occupied Territories of Ukraine.

The list of facilities involved in the program will be determined jointly by the Ministry for Reintegration, the Ministry of Communities and Territories Development, Donetsk and Luhansk Civil-Military Administrations and NJSC "Naftogaz Ukraine".

To ensure transparency of the program realization, it is planned to involve non-governmental organizations from Donetsk and Luhansk oblasts.
