THE MINISTRY FOR REINTEGRATION PLANS TO INTRODUCE E-SERVICES FOR IDPs

The Ministry for Reintegration of Temporary Occupied Territories of Ukraine together with the Ministry of Digital Transformation discussed and approved the plan of cooperation on digital development of the Ministry for Reintegration.

The main goals are access of internally displaced persons (IDPs) and citizens of Ukraine, forced to live in conditions of temporary occupation of the territories of Ukraine by the Russian Federation, to all state electronic services. The Ministry for Reintegration implements all projects associated with digitalization of services for IDPs jointly with the Ministry of Social Policy of Ukraine.

Moreover, the priority of the Ministry for Reintegration is the implementation of digital technologies for the development of the efficiency of the Ministry in its areas of responsibility. The Ministry plans to become the first to introduce data driven decision-making within the central executive bodies.

“We want to ensure that one and a half million internally displaced persons and several million citizens of Ukraine in the temporarily occupied territories of Donetsk, Luhansk oblasts, Crimea and adjacent regions have quick and easy access to state electronic services, can freely use them, in particular, to receive online electronic certificates of IDP status, to apply for targeted assistance. We also launched a great work to build a system based on "big data" driven decision-making,” noted the Deputy Minister for Reintegration of TOT of Ukraine for Digital Development, Digital Transformation and Digitization Snaver Seitkhalil.

We have already started preparations for the modernization of the official website of the Ministry in accordance with the requirements for the design of official state websites, updated structure, authority and activities. Integration with the public services portal "Dia" and the implementation of e-democracy tools for the development of public cooperation with the Ministry and relevant local authorities is foreseen.

Together with international partners of the Ministry, the preparation for the modernization of the data portal "Socio-economic Development" was launched, which will be a tool to improve the quality of decision-making of the Ministry, the relevant central and local authorities, communities, international partners, non-governmental organizations based on big data.

Let us recall, that the Ministry for Reintegration also plans to establish service zones on EECP, after their transfer to the state enterprise "Reintegration and Recovery", which will be equipped with digital infrastructure, in particular wi-fi connection, improved 3G/4G coverage, installation of control system and video surveillance.

For the residents of the temporarily occupied territories the opportunity to pass the smart identification online and get a qualified electronic signature on the EECP is being drafted.
