MINISTRY FOR REINTEGRATION IS CONCERNED OF THE BLOCKAGE OF THE EECP IN DONETSK OBLAST FROM THE SIDE OF TEMPORARILY OCCUPIED TERRITORIES
There were 81 persons who crossed EECP in the direction of the temporarily occupied areas of Luhansk oblast, although Russian-controlled armed groups didn't allow two citizens to pass due to the absence in the lists used for verification by the occupation administration. And there were 76 persons who crossed EECP in the direction of the free part of Luhansk oblast.
During June 17, 344 persons were scheduled to cross: 176 persons to the Government-controlled territory of Ukraine, 168 persons in the opposite direction.
Crossing of the EECP “Stanytsia Luhanska” is carried out in reverse regime: from 7 am to 1 pm citizens are allowed to cross from the temporarily occupied territory, from 1 pm to 6pm citizens are allowed to cross in the direction of the temporarily occupied territory.
There were no crossings in Donetsk oblast, as persons in both directions are not allowed to cross by armed groups controlled by the Russian Federation. The occupying force is blocking the operation of the EECP.
In particular, approximately 10 persons were expected to cross EECP “Mariinka”. Working hours of EECP is from 11 am to 2 pm.
The Ministry for Reintegration of the Temporary Occupied Territories of Ukraine is concerned of the situation development in Donetsk oblast, where the occupation administration has deprived citizens of the opportunity to enter the Government-controlled territory of Ukraine. This violates all principles of international humanitarian law, as people cannot enter the Government-controlled territory of Ukraine even to receive medical assistance.
As for the crossing of the administrative line in Kherson Oblast, according to the information from the State Border Guard Service of Ukraine, 365 persons crossed the administrative line in both directions on June 16, 188 persons left the TOT of Autonomous Republic of Crimea, 177 persons entered mainland Ukraine.
On June 15, there were no crossings of the contact line in the East of Ukraine in both directions due to blockages by the occupation administrations. There were 458 persons who crossed the administrative line in Kherson oblast, 152 persons crossed the administrative line in the direction of the temporarily occupied Peninsula, and 306 persons returned to the mainland Ukraine.
The Ministry for Reintegration of the Temporary Occupied Territories of Ukraine is actively working on improving crossing conditions for citizens, as well as on increasing capacity of the EECPs.
Let us recall, that currently Ukraine has an adaptive quarantine regime. Being aware that during the period of forced restrictions on movement due to quarantine people have accumulated a lot of problems of humanitarian nature, it was decided to resume the work of the EECP “Mariinka” and EECP “Stanytsia Luhanska” in a regulated regime.
Priority in crossing of the EECP for the period of adaptive quarantine will be given to citizens for social-humanitarian reasons with supporting documents on hand and to those who travel to pass the external independent testing.
Moreover, citizens who cross EECP from the temporarily occupied territory of Ukraine will undergo contactless body temperature screening and interviews on contact with COVID-19 patients. It should be noted that this category of citizens (except those who come to participate in external independent testing) will be allowed only if they agree to undergo self-isolation, using a unified electronic service "Dii vdoma",
