MINISTRY FOR REINTEGRATION OF TOT EXPLORES THE POSSIBILITY OF INTRODUCING A VIRTUAL PHONE NUMBER FOR THE RESIDENTS OF TOT

The Ministry for Reintegration of the Temporary Occupied Territories of Ukraine explores the possibility of introduction of the modern telecommunication platforms, including the services of mobile operators, allowing residents of the temporarily occupied territories of Ukraine to receive and make calls (voice and video calls), receive and send SMS via mobile applications with the help of mobile Internet or Wi-Fi.

"As a result of the temporary occupation of part of Ukraine's territory by the Russian Federation, it is impossible for mobile operators to perform their activities in the occupied areas. This significantly complicated communication with citizens of Ukraine who reside in the temporarily occupied territories. Residents of the temporarily occupied territories (TOT) are deprived of the possibility of full access to state services and electronic services using the applicant's mobile number (administrative, banking, medical services). Lack of opportunity to be in touch is one of the factors causing concern among applicants whose parents stay in the TOT when their children are thinking about admission to higher education institutions in other regions of Ukraine," emphasized Deputy Minister for Reintegration of TOT Snaver Seitkhalil 

One possible solution to this issue is the technology of a virtual phone number (without physical SIM card).

The Ministry for Reintegration of TOT appealed to mobile operators regarding the possibility of establishment of a special tariff for residents of the TOT of Ukraine. This could be a good project for socially responsible business, which target is to assist our citizens from the TOT. 

"Simplification of access of our citizens on the TOT to administrative services is one of the priorities of the Ministry. The e-Maliatko (e-baby) service is being currently launched jointly with the Ministry of Digital Transformation, IDP certificate is already available in "Diia" (Action) application, other projects are underway. We expect that the virtual phone number will establish additional opportunities for reintegration of our people. Upon receipt of responses from mobile operators, we will be able to assess the potential of this solution and identify further steps," said Snaver Seitkhalil.
