MVTOT APPEALED TO REGIONAL AND CITY COUNCILS TO REVIEW THE ISSUE ON MONETIZATION OF TRANSPORTATION FOR VETERANS

On March 14, 2018 the Cabinet of Ministers of Ukraine adopted two resolutions: No. 196 "On the establishment of state social regulations in the field of transport services" and the resolution of the Cabinet of Ministers of Ukraine dated from March 14, 2018 No. 197 "Some issues on providing benefits in cash for the payment of preferential travel by all modes of public transport on urban, suburban and intercity routes."

Guided by these decisions, for example, Kharkiv city authorities have determined that the norm of 50 trips per month by all modes of public transport for urban and suburban routes should be defined for veterans.

However, on December 24, 2018, by the decision of the District Administrative Court of Kyiv, the above decisions were recognized as illegal and invalid. Therefore, the size and procedure for granting benefits for travel in cash have not yet been approved.

The Ministry for Veterans Affairs is currently working on the developing of the Unified State Register of Veterans of War and by 2021 plans to present a nationwide program of compensation for travel using an e-ticket and a number of measures for its realization.

Therefore, while the procedure has not been worked out, the Ministry for Veterans Affairs asks the local government bodies that have made a decision on granting benefits for paying for travel in cash with reference to invalid acts of the Cabinet of Ministers of Ukraine to consider the issue of declaring their decisions invalid.
