EECPs OPERATE ACCORDING TO THE PLAN IN LUHANSK AND KHERSON OBLASTS, AND ARE STILL BLOCKED IN DONETSK OBLAST FROM THE SIDE OF TEMPORARILY OCCUPIED TERRITORIES

The EECPs operate according to the plan of the adaptive quarantine regime in Luhansk and Kherson oblasts. Armed groups controlled by the Russian Federation continue to block citizens from crossing in both directions in Donetsk oblast.

According to the information of the State Border Guard Service of Ukraine as of June 17, 155 persons crossed the contact line in the East of Ukraine in both directions: 111 persons from TOT of Luhansk oblast; 44 persons in the opposite direction.

All the crossings were made exclusively through the EECP “Stanytsia Luhanska” (Luhansk oblast).

As for the crossing of the administrative line in Kherson oblast, according to the information from the State Border Guard Service of Ukraine as of June 17, 327 persons crossed the administrative line in both directions:

from TOT of the Autonomous Republic of Crimea to the mainland Ukraine – 194 persons;

to TOT of the Autonomous Republic of Crimea – 133 persons.

As of June 18, the crossing of the EECP in Luhansk oblast is planned to be carried out in reverse regime in the amount of:

-  from 7 am to 1 pm from the temporarily occupied territory - 166 persons;

- from 1 pm to 6 pm to the temporarily occupied territory - 146 persons.

Armed groups controlled by the Russian Federation continue to block citizens from crossing the contact line, violating the principles of international humanitarian law.

Let us recall, that on June 16, 155 persons also crossed the contact line in the East of Ukraine in both directions. All the crossings were made exclusively through the EECP “Stanytsia Luhanska” (Luhansk oblast).

There were 81 persons who crossed EECP in the direction of the temporarily occupied areas of Luhansk oblast, although Russian-controlled armed groups didn't allow two citizens to cross due to the absence in the lists used for verification by the occupation administration. And there were 76 persons who crossed EECP in the direction of the free part of Luhansk oblast.

There were no crossings in Donetsk oblast, as persons in both directions are not allowed to cross by armed groups controlled by the Russian Federation.

As for the crossing of the administrative line in Kherson oblast, according to the information from the State Border Guard Service of Ukraine as of June 16, 365 persons crossed the administrative line in both directions, 188 persons left the TOT of the Autonomous Republic of Crimea, 177 persons entered mainland Ukraine.

The Ministry for Reintegration of the Temporary Occupied Territories of Ukraine is actively working on improving crossing conditions for citizens, as well as on increasing capacity of the EECPs.

To date, Ukraine has an adaptive quarantine regime. Being aware that during the period of forced restrictions on movement due to quarantine people have accumulated a lot of problems of humanitarian nature, a decision was adopted to resume the work of the EECP “Mariinka” and EECP “Stanytsia Luhanska” in a regulated regime.

Information:

Priority in crossing of the EECP for the period of adaptive quarantine will be given to citizens for social-humanitarian reasons with supporting documents on hand and to those who travel to pass the external independent testing.

Moreover, citizens who cross EECP from the temporarily occupied territory of Ukraine will undergo contactless body temperature screening and interviews on contact with COVID-19 patients. It should be noted that this category of citizens (except those who come to participate in external independent testing) will be allowed only if they agree to undergo self-isolation, using a unified electronic service "Dii vdoma", or medical observation.
