This year among guests of #2bsforum were President of Montenegro Milo Djukanovic, President of Slovenia Borut Pahor, Prime Minister of Montenegro Dusko Markovic, as well as representatives of the Governments of Balkan, the United States of America, the European Union, diplomats, experts from Great Britain, Turkey, Spain, Sweden, the Netherlands, Slovenia, Slovakia, Serbia, Romania, Poland, Norway, North Macedonia, Montenegro, Japan, Italy, Iraq, Hungary, Germany, France, the Czech Republic, Croatia, Bulgaria, Bosnia and Herzegovina, Belgium, Austria, Australia, Albania and Ukraine, which was presented by Vadym Chernysh, Minister for Temporarily Occupied Territories and Internally Displaced Persons of Ukraine.
On the #2bsforum, speakers discuss global threats to peace and security. Speakers do not avoid the problem of forward occupation of Crimea by the Russian Federation. Srdjan Darmanovic, the Minister of Foreign Affairs of Montenegro, in his speech strongly condemned the revanchist politics of the Russian Federation, which occupied and annexed Crimea, showing support for Ukraine. Ukraine invariably remains on the global agenda and reminds everyone that in XXI century armed aggression lasts and people die in the very heart of Europe, and millions of people are forced to leave their homes.
During the forum, Minister Vadym Chernyshoutlined the peculiarities of the foreign policy of the Russian Federation in countries where there are conflicts, countries that have a common border with the Russian Federation and in relation to the most powerful countries of the world and political alliances. Ignoring the rules of world order enshrined in international law by the Russian Federation led to serious destabilizing processes in the countries of the Western world. However, one of the mechanisms of opposition to the Kremlin’s policy remains the observance of the values that have built modern Europe and, of course, the pressure of the international community through economic, political and diplomatic levers.
«The aggression of the Russian Federation on the territory of Ukraine is a violation of the international order. Many partner countries implement a policy of not recognizing Crimea occupied by the Russian Federation, and also support sanctions policy. Ukraine is grateful to the partners for this support and I believe that these levers of influence can help bring Crimea back to Ukraine», - noted the Minister.
The Minister also noted that the occupation of Crimea by the Russian Federation in 2014 is a signal of violation of the global peace and security system in the world and ignoring the established world order.
In conclusion, Vadym Chernysh during his speech noted that in such a situation that has developed in Ukraine, it is necessary to demonstrate that within the framework of democracy it is possible to act promptly and efficiently:
«Not all politicians understand the level of threats from the Russian Federation, and how to respond to these threats. For example, Ukraine relies on support of international organizations and partners, bilateral and multilateral agreements, and consultations. But in my opinion, this is a traditional approachfor solving the problem, which is applied after consensus has already been reached. At the same time, the autocratic regime of the Russian Federation operates fairly quickly, therefore, it is necessary to find new forms of response, without going beyond the democratic order and European values. We must demonstrate that within the framework of democracy it's possible to act promptly and efficiently. For all of us, the democratic system is one of the values. A significant part of the population of Ukraine supports European values, in fact is universal. Nowadays, Ukraine is trying to build an effective democratic society. We constantly carry out consultations with the Council of Europe, the European Union, NATO and the member countries of these organizations in order to develop strategic approaches that we can then bring to life. And we hope that our partners will help to form the best practices of democracy in the way it is built in most European countries».
