THE RESULTS OF THE IMPLEMENTATION OF THE METHODOLOGY GUIDE FOR ASSESSING THE RISKS OF CONFLICTS IN COMMUNITIES ADVERSELY AFFECTED BY THE ARMED CONFLICT
For the implementation of certain items of the “State target program on recovery and peace building in the eastern regions of Ukraine”* the Ministry for Reintegration in partnership with the OSCE Project Coordinator in Ukraine in February 2019 started implementation of the “Methodology Guide for assessing the risks of conflicts in communities adversely affected by the armed conflict” in the communities of Donetsk, Luhansk and Kherson Oblasts.
Recently, an online presentation was held on the results of the implementation of the Methodology Guide, which was opened by the Deputy Minister for Reintegration of the Temporary Occupied Territories of Ukraine Ihor Yaremenko, and the Ambassador of the OSCE Project Coordinator in Ukraine Henrik Villadsen. Representatives of central executive bodies, international organizations and the public also have participated in the event.
“The Methodology Guide developed by the Ministry is the tool that will allow local authorities to regularly monitor the situation in the territorial communities, correctly determine the directions of activities and provide flexibility in case of changing circumstances,” noted Ihor Yaremenko.
The Deputy Minister stressed that the dialogue approach allows to involve almost all parties, related to the identification of conflicts in the communities, to put them at the negotiating table, to provide an opportunity to express their vision on the problematic issues and ways to resolve them, to work out further steps together.

Olena Kopina, sociologist, mediator, facilitator, founder of the public initiative "Laboratory for Peaceful Solutions";
Svitlana Petrova, mediator, facilitator, Chairman of the Board of the NGO "Center for Law and Mediation", Member of the Board of the National Association of Mediators of Ukraine.
The implementation of a comprehensive study of the conflict potential of the five communities, developed recommendations to address internal and external conflict risk factors, conducted dialogue activities and training on the basics of conflict sensitivity and the like were highlighted during the event. The study characterizes the situation at the level of certain communities, taking into account the political, economic, social and cultural risk factors of a particular community, providing recommendations for the local governments and authorities to overcome each identified problem in society and ways to address and prevent conflicts.
The video contains feedback from community leaders on their experiences with the methodology and how the training and dialogue sessions helped them to better understand the problems faced by their communities and plan steps to address them.
The initiative is a part of the OSCE Project Co-ordinator in Ukraine’s project “Dialogue for Reform and Social Cohesion in Ukraine”, implemented with the financial support from the Government of Bulgaria, Global Affairs Canada, Governments of Japan, Lithuania, Liechtenstein, the Netherlands, Germany, Norway, the United Kingdom of Great Britain and Northern Ireland, and the United States of America.
