ISSUE OF ASSISTANCE FOR IDPS FROM TEMPORARILY OCCUPIED TERRITORIES WAS DISCUSSED BY THE HEAD OF THE RSA VLADYSLAV SKALSKYI AND DEPUTY MINISTER RUSLAN KALININ
On February 27, the Head of the Regional State Administration met with the Deputy Minister for Veterans Affairs, Temporarily Occupied Territories and Internally Displaced Persons of Ukraine Ruslan Kalinin.
Deputy Head of the Regional State Administration Natalia Zabolotna, Mayor of Vinnytsia Serhii Morghunov and his Deputy Halina Yakubovych also attended the official meeting.
During the meeting, a constructive dialogue was held, during which the Deputy Minister for Veterans Affairs, Temporarily Occupied Territories and Internally Displaced Persons of Ukraine announced the Ministry's projects on improvement of the integration of displaced persons into the communities, provision of housing and jobs.
“We are changing the paradigm, that displaced person are a burden, we view them as additional workforce, because a very large percentage of displaced citizens are qualified specialists in various fields. Surveyshows that almost 52% have a higher education, another 23% have a technical vocational education, so the outflow of such personnel from the country should not be allowed,” said Ruslan Kalinin.
The official told about the new project “Housing + Work”, which will allow displaced persons to find available housing and jobs in Ukraine: “We want it to be an interactive map, where every displaced person can see available housing, available jobs. There are enterprises that want to hire displaced persons and provide them with temporary housing,” said the Deputy Minister for Veterans Affairs, TOT and IDPs.
Accordingly, the Head of the Regional State Administration Vladyslav Skalskyi noted that in Vinnytsia Oblast they will only rejoice in qualified specialists, in particular, in rural medicine, where comfortable apartments will be right there near the outpatient clinics. “If a qualified family doctor from among the displaced persons wants to work in rural areas, in fact, will have housing and work in one place,” said the Head of RSA.
Ruslan Kalinin emphasized that both at the state and local levels it is necessary to consider and realize all possible options to provide housing for internally displaced persons and veterans, to implement joint projects on the basis of co-financing, mortgages and the like. The official told how much funding is planned for these articles in Ukraine this year.
Deputy Head of the Regional State Administration Natalia Zabolotna informed about the work being done in this direction, how the government programs are being implemented in Vinnytsia Oblast.
Deputy Mayor Halina Yakubovych told about employment and housing issues for internally displaced persons in Vinnytsia.
The discussion also touched upon the issues related to the improvement of education and living conditions for teachers and students who moved to Vinnytsia from the occupied territories, in particular, Vasyl' Stus Donetsk National University.
The participants of the meeting considered various models of cooperation in the implementation of existing and new projects with the involvement of local governments, developers, donors and the IDPs themselves with the coordination of the Ministry for Veterans Affairs.
VladyslavSkalskyi recalled that a meeting of the Regional Council for the Development of Communities and Territories was held in Oblast on February 19, where the main messages of the Ministry were considered and tools and areas of cooperation were discussed.
“It would be desirable to inform local governments once every six months on such information about the programs, which are provided at the state level, as the situation is changing rapidly. Then they will be aware and be able to form quality applications for participation in projects and programs,” emphasized the Head of the RSA.
Vladyslav Skalskyi noted that Oblast is strategically working to develop production field: We are talking about productivity growth for existing enterprises, but it is important for us to create new jobs. Large enterprises that are being built on the territory of the Vinnytsia Industrial Park, in particular, the refrigeration equipment manufacturing company “UBC Group”, the factory of the world-famous Head Company that produces sports equipment, are taking the labor market in the region to a new level of competition. And literally on the other side of it a housing estate “Simeyniy Komfort (Family Comfort) is being built, and we are also working in the direction of “Housing + work”.
