MINISTRY FOR REINTEGRATION: THE PROCESS OF SERVICE HUB ESTABLISHMENT AT EECP “CHONHAR” IS RENEWED
The current state of the service areas of the EECP “Chaplinka” and “Chonhar” on the administrative border line with Crimea temporarily occupied by the Russian Federation was discussed within the framework of an Interdepartmental session held on April 7, chaired by Deputy Prime Minister Oleksii Reznikov.
Representatives of the Ministry for Reintegration, Ministry of Infrastructure of Ukraine, Kherson Regional State Administration, Representative Office of the President of Ukraine in the Autonomous Republic of Crimea, JSC “Ukrzaliznytsia” and LLC “Socar Energy” participated in the session.
A lot of attention has been paid to the search for an effective financial and legal model for establishment of a service hub at EECP “Chonhar” with the participation of LLC “Socar Energy”.
In the autumn of 2019, JSC "Ukrzaliznytsia" built bus station premises, for customs and border guards, for Administrative Service Centre and other services on aforementioned EECPs. Due to this the quality of comfort for citizens who crossed the EECP was enhanced.
However, a number of formal circumstances, in particular, uncertainty of subordination and optimal authority in charge of EECP led to the actual shutdown of the project 4 months ago. It was difficult to attract a partner like LLC “Socar Energy”, which was ready to invest in the development of a pilot service hub at EECP “Chonhar” under the social responsibility program.
The ways of the project renew for service hub establishment, where citizens will be provided with a wide range of administrative, social and other services were raised during the discussion, taking into account the possibility of developing the unified model for the EECP in Donetsk and Luhansk Oblasts.
The formats of the joint activity agreement, potential authority in charge that would provide services to the EECP infrastructure were considered.
“The task is not simple. As I was informed, the last conversation on this subject between the stakeholders took place last year. The dynamics were lost for a while. Debts have been piling up. However, today we have come to an understanding of how to complete this task. I want to thank all my colleagues for their constructive approach. I hope that in 4-6 months there will be a modern hub in Chonhar, where people will be able to do the paperwork, drink coffee, fill up the gas tank or buy a ticket and safely go by public transportation to Novooleksiyivka or Henichesk. This is the first thing a person from the temporarily occupied territory will see. Quality service from the state is one of the means of reintegration of Ukrainian territories temporarily occupied by the Russian Federation - the Autonomous Republic of Crimea and Sevastopol, areas of Donetsk and Luhansk Oblasts,” said Deputy Prime Minister of Ukraine Oleksii Reznikov.
The second session will be held next Monday, during which we will develop a consolidated road map for the project.
