VERKHOVNA RADA HAS SUSPENDED THE MANDATORY VERIFICATION FOR IDPS DURING THE QUARANTINE
The Verkhovna Rada of Ukraine for the period of quarantine temporarily decided not to apply to internally displaced persons the need to confirm the presence on the Government controlled territory of Ukraine, so that Ukrainians could maintain the IDP status and receive pensions and social benefits freely after the quarantine. 344 deputies voted for the corresponding draft bill No. 3219.
During usual times, IDPs must confirm their actual presence on the Government controlled territory of Ukraine, otherwise they may be deprived of the IDP status in 60 days. However, the legislation provides that for justified reasons, the rule on mandatory confirmation of presence does not apply. As of today, quarantine has been classified as a force majeure.
Therefore, from now on, during the period of quarantine or restrictive measures related to the spread of coronavirus disease (COVID-19) and within 30 days of its abolition, the Verkhovna Rada prohibited:
- the cancellation of IDP certificate on the basis of information about the prolonged absence (more than 60 days) of a person at the place of residence, which gives reasonable grounds to believe that IDP has returned to the abandoned place of permanent residence;
- suspension by “Oschadbank” of current IDP account transactions in the absence of physical identification;
- monitoring of social benefits made to internally displaced persons at their place of actual residence/stay.
Recall that the Ministry for Reintegration has initiated for the time of quarantine temporarily not to apply the need to confirm the presence of IDP on the Government controlled territory, so that Ukrainians could maintain the IDP status and freely receive pensions and social benefits after the quarantine.
Restrictive measures for movement through the EECP are introduced in order to preserve health.
Temporary closure of the EECP will not only reduce the flow of possibly infected Ukrainian citizens through the EECP, but will also protect them. First of all, it will protect elderly persons for whom coronavirus is the most dangerous.
“Pensioners do not need to submit additional applications or explanations about the impossibility to undergo verification. Bank cards will not be blocked, all funds will be transferred in full. I urge everyone not to leave their homes without an emergency. If you're going to supermarkets, think about your elderly neighbours, show care and help the elderly persons not to be in danger, because they are in the risk group,” said Deputy Prime Minister Oleksii Reznikov.
