LEGAL BARRIERS TO THE PROVISION OF STATE SERVICES TO RESIDENTS OF THE HLADOSOVE SETTLEMENT, DONETSKA OBLAST HAVE BEEN LIFTED
The MTOT welcomes the adoption of Resolution «On changes in the administrative territorial structure of Donetska oblast, change and establishment of boundaries of Horlivka and Bahmutskiy district, Donetska oblast» by Verhovna Rada of Ukraine
From now on, all legal barriers that arose from civilians of Hladosove settlement must be addressed, and the whole range of state services must be reinstated.
Hladosove settlement completely moved under Government control of Ukraine in autumn of 2017, but during two years, people had to obtain injuries of internally displaced persons to receive pension and social payments. Also civilians did not have access to all services of local self-government bodies, such as arranging the documents regarding the place of residence, passport, in case of absence, quality medical service, education services, etc.
Hladosove settlement is the Government-controlled area of Ukraine, however according to State system for classification of objects of the administrative territorial system of Ukraine refers to temporarily occupied Holmivskiy settlement council of Horlivka city council of Donetska oblast. According to newly approved Resolution Hladosove settlement will be a part of the territory of Novoluhanska settlement council of Bahmutskiy district of Donetska oblast, that is in a full situated on the Government-controlled area and provides opportunities for recovery of social, medical and legal maintenance, reinstatingof all types of social aid, benefits, subsidies, pensions and reductions of social tensions.
In support of the Resolution the Ministry for Temporarily Occupied Territories and Internally Displaced Persons as well as non-government organization «Proliska» conducted advertising campaigns.
