Certainty of punishment should be the basis of the Strategy for Transitional Justice in the Temporarily Occupied Territories, developed by the Ministry for Reintegration of the Temporary Occupied Territories of Ukraine. Ihor Yaremenko, Deputy Minister for Reintegration of TOT of Ukraine stated the aforementioned during the expert discussion "Justice for the future. Legal path for Ukraine in the context of armed conflict."

“If we want to reintegrate the temporarily occupied territories, we shall provide certain basics. But the crucial thing is to ensure the transitional justice. Those who violated human rights, who persecuted persons in that territory with weapons in their hands, killed, tortured, kidnapped persons, took and appropriated property should be held accountable. If we cannot ensure this, we will not ensure the normal safe reintegration of these territories. People have a right to justice. Transitional justice is about rightfulness,” said Ihor Yaremenko.

On the basis of the Ministry for Reintegration, it is planned to establish a special expert working group to develop a package of bills on the introduction of transitional justice system and other safe reintegration activities. Relevant invitation letters have been sent to relevant parliamentary committees and the National Academy of Sciences of Ukraine.
