A MODERN SERVICE CENTER HAS BEEN ESTABLISHED IN SCHASTIA CITY
Yesterday, on November 6, the readiness for the opening of the EECP and a modern multifunctional service center was inspected at the EECP in Shchastia city. The opening of the EECP and the service center in Shchastia city, as well as the EECP in Zolote city will be held on November 10.
International partners of Ukraine with the participation of President of Ukraine Volodymyr Zelensky visited Luhansk oblast, namely, Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to Ukraine Anka Feldguzen, Ambassador of France to Ukraine Etienne de Ponsen, Ambassador of Canada to Ukraine Larisa Galadza, Special Representative of the OSCE Chairperson-in-Office in Ukraine Heidi Grau, UN System Resident Coordinator and Humanitarian Coordinator, Ambassador of Sweden to Ukraine Tobias Thyberg, Chargé d'Affaires a.i. Kristina Kvien and Deputy Ambassador of the United Kingdom to Ukraine Nicolas Harrocks.
"Thank you to our friends for joining us in such an important event and visiting the EECP and the service center. This is the first, but not the last service hub at EECP; next year such hubs will be at all checkpoints. Thanks to all our partners, we were able to complete this project in just two months. This is the example that proves that consolidated efforts and moving in the same direction are the key to success. I am sincerely grateful to all who helped us in this and I hope that they will continue to help us, namely, Head of EU Delegation to Ukraine Matti Maasikas, UNDP Resident Representative in Ukraine Dafina Gercheva for the assistance in the introduction of administrative services; Anastasiia Klymenko and the company "OSTO-Group", which is the main partner of this social project, and ensured the availability of essentials and a pharmacy; Andrii Pyshnyi, who passed the baton to Serhii Naumov, and profile deputy Anton Tiutiun and JSC "Oschadbank" for the branch and ensuring the provision of bank services; Viacheslav Klymov and "Nova Poshta" company for quality postal services in the service center; Dmytro Sherembei and charity organization "100% of Life" for assistance with the medical point and the mother-and-child room; Andrii Koboliev and "Naftogaz Ukraine" company, which provided equipment for outdoor lighting, benches, sun trees, etc.; Nasib Khasanov and "Vodafone Ukraine" company for stable internet connection; the Norwegian Refugee Council for organizing the provision of free legal aid and, of course, the Luhansk Regional State Administration and its head Serhii Haidai, thanks to whom a number of organizational and legal issues were resolved, generally made it possible to implement this ambitious project in such a short time. Separately, I would like to express my gratitude to the residents of Shchastia city for the hospitality and readiness to support their compatriots," said Oleksii Reznikov, Deputy Prime Minister of Ukraine, Minister for Reintegration of the Temporary Occupied Territories.
Oleksii Reznikov also emphasized that Ukraine consistently implements the Minsk agreements and the agreements of the H4 Summit in Paris and the opening of the EECP is another step in this.
Reznikov added that the authorities should send a clear signal that Donbas is important for Ukraine, that people who are currently on the temporarily occupied territory and are hostages of the occupying force are important for Ukraine.
"We understand the difficult situation of our citizens and we must do everything possible to support them. When coming to EECP they should see that we are waiting for them and are not indifferent to their issues. In service centers, like the one opened in Shchastia city, all citizens of Ukraine on both sides of the contact line will be able to receive all administrative and social services. Solve all issues related to pensions, get passport services, services for drivers, for parents of a newborn child (by the way, the service e-Maliatko is already available for residents from the temporarily occupied territories in the application Diia)," added Reznikov.
He said that such service hubs with a similar list of services would be opened at all EECPs next year. In the near future it is planned to open a service hub in Novotroitske city, as well as a hub would be modernized in Chonhar city on the administrative line with the temporarily occupied Crimea.
"And this is just a drop in the ocean. The work on the Strategy for Economic Development of Donetsk and Luhansk oblasts GCA continues. The Strategy itself will be submitted to the Verkhovna Rada in spring, along with all corresponding acts, which will ensure its realization," said Deputy Prime Minister.
The Strategy will focus primarily on the needs of people and amalgamated communities in which they reside. It will include development of areas in three ways by:
establishment of conditions for attracting internal and external investments,
funding of development at the expense of the state budget,
funding from international donors and organizations.
The focus is on people. The Strategy is targeted on establishment of comfortable conditions for the population and increasing the number of job places. Local communities should become the basis of economic growth. The logic of the Strategy is to ensure attractive conditions for businesses that will ensure sustainable community development through the payment of taxes.
"Economic development of Donbas is impossible without the development of communities, which, in particular, are directly on the contact line with the NGCA.
A number of projects are being implemented, which are targeted on the interests of our citizens. These are "Water of Mariupol", housing projects with KfW and the government, projects with our other international partners. Large infrastructure projects are planned, inter alia railway and energy sector development," summed up Oleksii Reznikov.
