UKRAINIANS WILL BE REIMBURSED FOR DESTROYED HOUSING AS A RESULT OF HOSTILITIES

Starting from 2020, Ukrainians will be reimbursed if their homes were destroyed as the result of hostilities. The program will operate in Government-controlled territories of Ukraine. This was reported by Artem Salikhov, Advisor to the Minister for Veterans Affairs, Temporarily Occupied Territories and Internally Displaced Persons on the sidelines of the international conference “OSCE in Ukraine in 2019”.

«The State Budget 2020 has a budget program of 40 million 200 thousand UAHto compensate the owners of the destroyed housing - the cost of the housing itself. However, based on the budget's ability, we have certain restrictions and estimates on how much will be allocated for one household. Therefore, we developed three resolutions in the Ministry, sent it to another central executive authority for approval and comments, and we hope that within a few months we will settle all the issues and will be able to launch this program together with local authorities, civil-military administrations in Donetsk and Luhansk Oblasts,» said Salikhov.

According to him these funds are not enough, however, it is very important for the Ministry to work out the reimburse mechanism for the destroyed housing in order for Ukrainians to be able to receive these funds.

«Then we will work with international donors to increase the level of assistance. And next year we will offer to pledge more money. Currently, the state has no experience in destroyed housing as a result of hostilities. It is now classified as a terrorist act, so there are corresponding procedure points. We are trying to solve them within the framework of our authority,» added the Advisor.

Another issue is the fact that there is no updated information on the number of households destroyed or it is outdated.

«There are some databases of regional civil-military administrations, but they have been accumulated since 2014. Nobody updates them. After all, a certain amount has been repaired by the owners with the help of humanitarian organizations. We will be updating the databases in the course of realization of this program, but we are talking about hundreds and hundreds of homes, especially where the combat actions are still ongoing,» said Salihov.

He also noted that the Ministry will also work on territorial distribution of funds, as the program currently applies only to the Government-controlled territories of Ukraine.

«We are talking about Government-controlled territories, but we will work on it,» assured the Advisor.

Local specialists will assess the conditions of the housing.

«We have developed several categories (of housing assessment - Ed.). Therefore, the first category is the housing that is not suitable and where there is no sense to repair it. Specialists will determine it. We will try to involve local authorities in their remuneration, within the framework of their authority, their commissions,» Salikhov summed up.
