VADYM CHERNYSH: SUBSTATION KREMINSKAYA HAS STRATEGIC IMPORTANCE FOR RELIABLE ELECTRIC POWER SUPPLY OF LUHANSK OBLAST

In 2014, with the beginning of the armed aggression of the Russian Federation in the East of Ukraine, Luhansk oblast was on the verge of energy crisis. Luhansk Thermal Power Station remained the only source of electricity; it is situated practically on the contact line. In such conditions stable functioning of Luhansk Thermal Power Station is under constant threat, and in the absence of emergency power generators proper power supply of oblast is under high risk. The situation is complicated by the fact that Luhansk oblast became the “energy island” and practically was not connected to the United Energy System of Ukraine

To change the situation and provide stable power generation and electric power supply in Luhansk oblast, on the initiative of Ministry for Temporarily Occupied Territories and Internally Displaced Persons of Ukraine (hereinafter the “MTOT”), Civil-military administrations of Luhansk oblast and the state enterprise NPC “Ukrenergo” at the State level decision was accepted to build new substation “Kreminskaya”, with construction of new 26 km high voltage power line. 

Today Vadym Chernysh, Minister for Temporarily Occupied Territories and IDPs of Ukraine, inspected progress of construction of substation and talked with engineers and contractors about installation, hook-up and start-up works.

Now construction of Kreminskaya substation is in a full swing:
- the supply of electrical and auxiliary equipment is completed by 99%;
- 100 supports are mounted;
- maintenance work on fire water storage tank, fire extinguishing pump station is completed by  99%;
- maintenance work on artesian wells, autotransformer foundations fully finished;
- ongoing works on supports mounting,  wires and line hardware on two substations  “Yuvileyna” and “Donbass-Donska” that will be joined with substation “Kreminskaya”.

Funding of construction of new substation and power lines is carried out from state budget.
Vadym Chernysh:
“Ministry always raised an issue of ensuring energy self-sufficiency and backup power systems of Luhansk oblast. In 2016, our Ministry together with the oblast authority and NPC “Ukrenergo” have proposed construction of new electric substation near Kreminna, which was supported by the Government of Ukraine. Funding of construction is carried out from state budget. Strategic significance of new substation and power lines cannot be overestimated, it means including oblast to United Energy System of Ukraine, reliable power supply of objects social sphere and industry”.
