MORE THAN 400 SITUATIONS WHICH CAN DESTABILIZE UKRAINIAN SOCIETY WERE RECORDED IN MAY
The Ministry for Temporarily Occupied Territories and Internally Displaced Persons of Ukraine (hereinafter "MTOT") has analyzed information obtained from the open sources about situations which can destabilize Ukrainian society. In May of this year, more than 400 situations were recorded by MTOT staff
This month were recorded the following cases indicating polarization attitude in society: public dissatisfaction, public violence, destabilization of society by pseudo-mining and concentration of the agent network of the Russian Federation on the territory of Ukraine.
Pseudo-mining still remains one of the problematic areas that can be used by the aggressor-state to destabilize the situation in Ukraine
For example, on 6 May 2019 law enforcement authorities of Lviv oblast got two e-mails on mining of eight hotels located on Zvenyhorodska, Horodotska, Romanchuk, Kniaz Roman, Serbska, Tershaksvtsiv, Halitska and Svobody square streets and two shopping centers "Kings Cross Leopolis" and "Skrynia". Law enforcement officers examined the building and the surrounding area and no explosive or suspicious objects were found, the message about mining turned out to be false.
In addition, during May 2019, the administrative buildings of Ukraine systematically received messages about mining, for example, the High Qualifications Commission of Judges of Ukraine, the Kyiv City State Administration, the South-Ukraine EPPC in Mykolaiv oblast and the law enforcement authorities of Chernivtsi oblast.
In May there were recorded 327 out of such cases: in Lviv oblast - 85, in Kyiv and Kyiv oblast – 75, in Kharkiv oblast – 55, in Vinnytsia oblast – 33,in Odesa oblast – 28, in Kherson oblast – 24 and Dnipropetrivsk oblast – 22.
Representatives of the agent network of the Russian Federation continue to recruit citizens of Ukraine in order to conduct subversive activities in Ukraine and obtain information about the locations, amount and routes of movement of the Ukrainian servicemen in territory along the border line, information about theborder guard’s personnel, law enforcement officers
For example, law enforcement authorities prevented preparation of terrorist act by Special Forces of the Russian Federation at one of the armories of the Ukrainian Armed Forces, where ammunition is stored.
Law enforcement officers established that at the beginning of this year the Russian Special Forces recruited an employee of the Armory of the Ukrainian Armed Forces. The armory worker was tasked with collecting and transferring of information about a military installation, in particular state of security, the presence and movement of weapons. The aggressor-state planned to use this information tocarry out acts of sabotage at a strategic military installation to subvert the defensive power of Ukraine.
In addition, the attempts of the Russian Special Forces to destabilize the situation in Ukraine through usage of prohibited social networks with calls for overthrowing the constitutional order of Ukraine and promoting the ideas of the “Russian World” do not stop
For example, in Kyiv, law enforcement officers of Ukraine exposed a pro-Russian propagandist who by the instructions of curators from the Russian Federation, prepared and distributed anti-Ukrainian informational materials on the Internet, which was aimed at radicalizing public events to initiate riots during the Day of Remembrance and Victory Day over Nazism in World War II.
According to monitoring, in May, the largest number of cases that could destabilize the situation within Ukrainian society was recorded in Kyiv and Kyiv oblast (24%), Lviv oblast (21%), Kharkiv oblast (17%), Odesa oblast (8%), Dnipropetrivsk oblast (7%), and Kherson oblast (6%).
In accordance with the provisions on its activity, MTOT executes a number of measures to resolve issues related to conflict and vulnerable territories, and also has a prior work to strengthen the stability of Ukraine in the face of challenges that are often artificially created from outside for its weakening.
Such measures include coordinating efforts on monitoring, data analyzing and taking preventive measures to resolve conflicts within community, not only in the East but also throughout Ukraine.
