NEARLY 800 SITUATIONS WHICH CAN DESTABILIZE UKRAINIAN SOCIETY WERE RECORDED IN JUNE

Actions directed at impact on Ukrainian society and its destabilization by the Russian Federation are recorded almost daily by MTOT: acts of vandalism, violence, religious provocations, illegal handling of weapons, recruiting, subversive activities and a number of other events destabilize the situation inside the country and make it vulnerable from the outside. Research and analysis of information obtained from open sources conducted by MTOT shows that in June nearly 800 situations were recorded that could destabilize the situation inside the country

In June, there were recorded 733 cases of pseudo-mining messages, the number almost doubled compared to the previous month.

For example, in Kharkiv 232 messages were received in a single day about mining in different locations of the city, including 227 nursing schools. On the same day, a similar situation occurred in Kyiv, where intruders reported that all nursing schools of the city were mined, and in Kherson there were reports that all the hospitals in administrative center were mined.

Also, law enforcement officers reported that in June of this year just in a single day were received 37 messages about pseudo-mining of 337 facilities in Kyiv, Dnipro, Lviv, Lutsk, Rivne, Kharkiv, Zaporizhzhia, Mykolaiv, Poltava, Cherkasy, ​​Odesa, Henichesk. Pseudo-mining is of massive character, the majority of messages about mining came from the e-mails with an assigned IP address that belongs to the LLC registered in the Russian Federation. The main purpose of such messages is to disorganize the work of emergency response services, to disable large facilities with a presence of massive number of persons, to lead to panic and chaos among the population, to create a sense of fear and insecurity in their own state and society.  Overall in June there were recorded 733 pseudo-mining cases: in Kharkiv Oblast – 301, in Kyiv and Kyiv Oblast – 114, in Odesa Oblast – 51, in Mykolaiv Oblast – 31, in Zaporizhzhia, Kherson and Cherkasy Oblasts – 29 cases in each and also in Volyn, Dnipropetrivsk, Poltava, Lviv and Rivne Oblasts – 28 cases in each, in Vinnytsia Oblast – 8 and in Chernivtsi – 1.

Attempts to commit subversions have become another serious destabilizing element. Two situations of such kind were recorded in June, among them was an attempt to destroy the critical infrastructure in Kharkiv Oblast. On 13 June, law enforcement officers detained a resident of Kharkiv Oblast after setting of explosives and attempt to activate an explosive device on the territory of the water treatment complex «Dnipro» of the water company «Kharkivvodokanal» in Krasnopavlivka. According to the detained man, in February 2019 he was recruited by officers of the Federal Security Service of the Russian Federation in Belhorod (Russia) and committed this crime by their order. Intruder set explosives in direct vicinity of the chlorine tank, which is technologically involved in the water treatment system.

Also in June, law enforcement officers forewarned a powerful terrorist act in one of the densely populated locations in the center of Zaporizhzhia. The contracting authority of the attack was representatives of the occupation administrations of the temporarily occupied part of Donetsk Oblast. According to the so-called «supervisors», the explosion was supposed to lead to numerous human casualties.

Furthermore in June, law enforcement officers stipulated a storage point in Kherson Oblast with military means of destruction. From storage point that was equipped by resident of Liubymivka, Kakhovka in the premises of gated community, law enforcement officers seized 19 TNT blocks (400 grams each), 2 RGD-5 grenades with fuses for them and 200 cartridges of various calibers.

A similar situation happened in Donetsk Oblast, law enforcement officers received information that an arsenal with weapons is located in the territory of one of the private households in Druzhkivka. Thus, law enforcement officers found 2 RPG-26 anti-tank grenade launchers, 2 RPK machine guns, a sniper rifle, a Russian-built MRO-A flame-thrower and 4 Kalashnikov rifles. Law enforcement officers found out that the storage point was equipped in the summer of 2014 by a member of one of the illegal armed groups who planned to use weapons to commit terrorist acts on the Government controlled area of Ukraine.

In addition, in Odesa, law enforcement officers blocked the activities of an illegal group that specialized in the sale of firearms and ammunition. Law enforcement officers established that group included residents of Odesa and Mykolaiv Oblasts who earlier have been convicted for a crime. The intruders were buying illegally obtained weapons for sale to representatives of criminal circles.

One of the means that Russian intelligence services use to destabilize the situation in Ukraine is disinformation. The dissemination of this type of information is intended to consciously polarize society, reduce public confidence in administrative authority and weaken the State’s information security.

For example, law enforcement officers exposed the anti-Ukrainian internet subversive, who acted in the interests of the aggressor country. So, it was established that the man regularly posted information on the personal pages of social networks calling for changes in the state border and violation of the territorial integrity of Ukraine. The intruder took the publications from the propaganda internet publications of the Russian Federation and the websites of the occupation administrations.

A similar situation was discovered and prevented by law enforcement officers regarding the illegal activities of an extensive network of anti-Ukrainian internet subversives, who acted in several oblasts of our country in the interests of the aggressor country.

Thus, law enforcement officers established that the network had location points in Kyiv, Odesa, Chernihiv, Kharkiv, Mykolaiv, Zhytomyr and Sumy, it was managed from the territory of the Russian Federation. Subversives, using social networks, including prohibited ones, distributed informational materials of a destructive nature. Also, law enforcement officers discovered that tasks obtained from the Russian supervisors were aimed at radicalization of society in the country during elections to the Verkhovna Rada of Ukraine, in particular, due to the spread of misinformation about the negotiation process to resolve the situation in Donbas, inciting nationalist-spirited persons to protest.

According to monitoring, in June the largest number of cases that could destabilize the situation within Ukrainian society were recorded in Kharkiv Oblast (38%), Kyiv and Kyiv Oblast (17%), Odesa Oblast (7%), Volyn, Rivne, Lviv, Cherkasy, Mykolaiv, Kherson, Zaporizhzhia and Poltava Oblasts  (4%).

In accordance with the provisions on its activity, MTOT executes a number of measures to resolve issues related to conflict and vulnerable territories, and also has a prior work - to strengthen the stability of Ukraine in the face of challenges that are often artificially created from outside for its weakening.

Such measures include coordinating efforts on monitoring, data analysis and taking preventive measures to resolve conflicts within community, not only in the East but also throughout Ukraine.
