NEXT YEAR "E-MALIATKO" SERVICE WILL BE AVAILABLE FOR RESIDENTS OF TOT
The Ministry for Reintegration of the Temporary Occupied Territories of Ukraine together with the Ministry of Digital Transformation, the Ministry of Justice and the State Judicial Administration began working to ensure that residents of the temporarily occupied territories of Ukraine could use the service "e-Maliatko" on the "Diia" portal.
The aforementioned was a subject of discussion between Deputy Minister for Reintegration of TOT of Ukraine for Digital Development, Digital Transformation and Digitization Snaver Seitkhalil and Minister of Digital Transformation Mykhailo Fedorov.
"E-Maliatko" is a comprehensive service for parents of new born children. Up to 10 state services from different authorities can be received simultaneously on submission of one application.
Let us recall that a birth certificate number is provided in order to receive a comprehensive service in Ukraine; the number is created by a doctor in a maternity hospital (in electronic form), which is convenient for parents.
Currently, residents of TOT have no opportunity to obtain a Ukrainian document due to the armed aggression and occupation by the Russian Federation of part of Donetsk and Luhansk oblasts of Ukraine and the Crimean Peninsula. Parents, who are hostages of the occupation regimes, have to apply to court, since the fact of birth of the child on the temporarily occupied territories in Donetsk and Luhansk oblasts, the Autonomous Republic of Crimea and Sevastopol city is a subject to judicial procedures.
"The process of obtaining a birth certificate for children from TOT can be divided into two stages: establishing the fact of birth through the court and registration of birth in the Departments of state registration of acts of civil status. In the framework of the digitization of this process, we are working to simplify both stages, but these are two different projects. At the first stage, there is already an existing e-Court tool, but it works in pilot mode and not all courts are ready to accept applications to establish the fact of birth online. We are working to speed up this process. At the second stage, we plan to use the court decision on establishment of the fact of birth, instead of a medical certificate of birth, so that parents can order the service "e-Maliatko" online," said Deputy Minister for Reintegration of TOT of Ukraine for Digital Development, Digital Transformation and Digitization Snaver Seitkhalil. According to him, it is planned that the service "e-Maliatko" will be available for the residents of TOT from February next year.
