Today, on 13th of June 2019, Vadym Chernysh, Minister for Temporarily Occupied Territories and Internally Displaced Persons of Ukraine, visited the newly opened Centre for administrative service provision (hereinafter «CASP») in Sievierodonetsk Luhansk oblast

The opening of the Centre was made possible through joint efforts of local authorities, the MTOT and international partners. Thus, USAID within the framework of the project «Ukraine Confidence Building Initiative», the partner of which is the MTOT, provided  rehabilitation of facilities and the procurement of part of equipment. For its part, the MTOT, at the expense of the grant in the amount of 213 000 UAH, purchased special equipment and software for the preparation and issuance of passports to Ukrainian citizens with an electronic contactless carrier and a passport for traveling abroad. The need to purchase equipment was conditional upon large number of internally displaced persons living in the city, as well as to ensure that such documents can be obtained by residents of temporarily occupied territories.

CASP has only been working for a few weeks, but already took in hundreds of people who want to obtain passports. Availability of electronic queue at the Centre provides convenience during implementation of all operations.

The plans of the local authorities are to expand the capabilities of the CASP and to purchase another set of equipment through co-funding of the local budget and grant. Previously, the commission under the MTOT supported this initiative and, if the Government of Ukraine approves the proposal for the distribution of the grant, the city will receive additional co-funding to improve the services provided to the population.
