APPROVED PROCEDURE FOR COMPENSATION FOR THE DESTROYED HOUSING IN DONBAS

Cabinet of Ministers of Ukraine at its meeting on Wednesday, September 2, 2020, approved the procedure for the use of funds provided in the state budget for the implementation of monetary compensation to persons, whose houses (apartments) were destroyed as a result of a military emergency caused by armed aggression of the Russian Federation.

“The State Budget of Ukraine for 2020 provides for UAH 20 million for these objectives. The Ministry for Reintegration has been determined as the main trustee of the funds. Thank you, colleagues, for your support.  The decision is vital,” said the Deputy Prime Minister of Ukraine, Minister for Reintegration of TOT of Ukraine Oleksii Reznikov.

The amount of compensation to adversely affected persons will be determined by indicators of the indirect cost of housing construction in the regions of Ukraine, but not more than UAH 300 000.

Budget funds will be distributed among citizens on the basis of information on housing of affected persons, which will be collected by regional social protection authorities and local governments.

Affected persons are citizens of Ukraine, foreigners and stateless persons, whose houses or apartments are damaged or destroyed as a result of an emergency situation caused by armed aggression of the Russian Federation. Monetary compensation will be provided to the affected persons, who are the owners of housing on the Government-controlled territory of Ukraine and which was destroyed after April 14, 2014.

Inspection of damaged and destroyed housing, its registration to be conducted by the local governments, and in their absence, the civil-military administrations. They will also compile lists of affected persons and issue certificates of recognition of the person affected as a result of the aforementioned military emergency caused by armed aggression of the Russian Federation.

The decision to grant monetary compensation on the basis of the lists will be made by special Commissions formed under the local governments and the civil-military administrations. This Commission will also determine the amount of monetary compensation to be paid to the affected persons.

The Cabinet of Ministers also instructed the Donetsk and Luhansk Regional State Administrations within a month to form and organize the work of the Commission to consider issues related to the provision of monetary compensation to the affected persons, whose housing was destroyed.
