A NEW ORDER FOR CROSSING THE CONTACT LINE IN THE EAST APPROVED

On July 17, the Government approved a new Order for crossing the contact line in the East of Ukraine

In the near future, new regulations will apply for residents of the temporarily occupied territories and for those who are planning to cross the contact line, established by the Government’s procedure for entry/exit of persons, transporting goods from/to the temporarily occupied territories of Donetsk and Luhansk Oblasts (hereinafter referred to as «Order»).

In particular, the Order defines the passing procedures for persons and vehicles from/to the temporarily occupied territories, issuing permits to cross the contact line, specifics of monitoring over entry and exit through EECP, and transporting humanitarian cargos to the temporarily occupied part of Donbas.

In addition, the Order places new approaches to the procedure for displacing of persons and transporting of goods from/to the temporarily occupied territories of Donetsk and Luhansk Oblasts.

An important distinction of the new Order, which will affect civilians, will be a change in the principle of determining the list of goods that can be transported from/to the temporarily occupied territory.

On the initiative of MTOT, the Order includes standard, which provides for the determination of a list of goods that are prohibited or restricted for transportation. This means that, in accordance with the adopted Order, persons crossing the contact line will soon be able to transport any goods from/to the temporarily occupied part of Donbas, except for those that are restricted or prohibited to transport.

Such innovation will ensure civil rights and meet the necessary needs. This, in turn, remains one of the key principles of maintaining relations with civilians in the temporarily occupied territories.

MTOT, in pursuance of the approved Order, will soon approve the corresponding List of goods.

Proposals for prohibited goods that need to be included in the list have been repeatedly discussed by MTOT with communities, representatives of the State Fiscal Service of Ukraine, State Border Guard Service of Ukraine, Security Service of Ukraine, HQ of Joint Forces Operation, humanitarian organizations, as well as during communication between Minister and representatives of MTOT with the civilians at the EECP.

It should be noted that the new Order of crossing the contact line in the East of Ukraine was developed in pursuance of the requirements of the Law of Ukraine «On the peculiarities of State policy on ensuring Ukraine’s State sovereignty over temporarily occupied territories in Donetsk and Luhansk Oblasts». In particular, Section 3, Article 12 states that the procedure for entry-exit of persons, transportation of goods to the temporarily occupied territories of Donetsk and Luhansk Oblasts is determined by the Cabinet of Ministers of Ukraine.
