Minister Vadym Chernysh: “Mariupol Is an Example of Firmness and Strong Community Development for all of Ukraine”
On August 31, Minister for Temporarily Occupied Territories and Internally Displaced Persons of Ukraine Vadym CHERNYSH visited Mariupol to get acquainted with results of restoration of a number of infrastructure objects of the city thanks to financing from local and state budgets.
TECHNICAL LYCEUM OF MARIUPOL
After major repairs, the Technical Lyceum opened its doors for students. Together with Mayor Vadym Boichenko, Minister Vadym Chernysh took part in the opening of a renewed educational establishment of the 3rd degree.
Lyceum specializes in sciences: mathematics, physics, chemistry and biology. 545 8-11 grade students study in the lyceum, including children from temporarily occupied territories.
Government of Ukraine and the city allocated UAH 29 and 2 million accordingly for the reconstruction of the lyceum. Students saw an updated facade, recreation areas, new gym and assembly hall, cafeteria, classes, modern furniture and IT equipment.
Vadym Chernysh congratulated the staff on the opening, wished students a successful academic year and noted that Mariupol is an example of the use of world experience for reintegrating displaced persons into communities.
“Despite the fact that Mariupol is actually 20 kilometers away from disengagement line, it is one of the most successful communities in the country with a strong infrastructure development, military support and internally displaced persons,” said Minister Vadym Chernysh in his speech at the opening of the lyceum.
Mayor Vadym Boichenko noted that Lyceum building was repaired in a short time. He stressed that all Mariupol 3rd degree schools should be equipped and should look exactly like this modern lyceum of European level.
SOCIAL HOUSING FOR IDPs
New accommodation is already waiting for the owners in Mariupol. At the initiative of local authorities 2 houses of 39 apartments were reconstructed for 120 IDPs and qualified specialists. Housing is restored using local and state budget funds at initiative of local authorities and MTOT. Soon 20 families of IDPs will move into one of the houses.
The Minister visited a reconstructed building for the “new Mariupol locals”, as city residents call IDPs – people who were forced to leave their homes in temporarily occupied territories because of the armed conflict and moved to Mariupol.
Vadym Chernysh noted that housing for IDPs is a priority for MTOT and the Ministry makes every effort to attract targeted funding.
During an informal conversation with the city’s residents, Minister Vadym Chernysh thanked the Mariupol people for sincere support of IDPs:
“If the community, not the authorities, but community, is hospitable, sincere, despite the fact that it sometimes suffers from unresolved infrastructure issues, joyfully accepts those who were in a difficult position, then the first responsibility of MTOT and Government of Ukraine is to support such a community, to show that it is moving in the right direction and has the right values. There is an extraordinary atmosphere of mental support for Mariupol citizens, and we are very pleased with the way Mariupol city authorities solve the IDP’s problems”
Mariupol mayor noticed that the building was restored from scratch. The main task set before us – to make it energy-efficient and comfortable for IDP families.
“GENUINELY FIRST – GENUINELY UKRAINIAN” – Support School № 66 in the City of Mariupol
There are last minute preparations before academic year starts at school number 66. It is the first Ukrainian school in Mariupol founded back in 1990, a year before Ukraine gained independence. The motto of the school “Genuinely first – genuinely Ukrainian”. Now this is also the first support school of Mariupol!
800 students will see their school renewed after a two-year-long renovation. Together with the locals, young “new Mariupol locals” will be taught here. UAH 54 million for the renovation was provided from oblast budget, the city allocated UAH 13 million.
New comfortable furniture and training equipment was purchased for the school. Assembly hall, gym and cafeteria were repaired; a real football pitch was built. The school building is divided into 2 blocks: elementary and high school. Interestingly, cozy classes, with creative design and wall-mounted installations with inspirational quotes, have no numbering, but instead – individual titles. There is all the necessary equipment to make learning science interesting and exciting – in the renovated school, everything contributes to the development and creativity. Another feature of the school is the in-depth study of foreign languages: French, German, and Greek.
Minister Vadym Chernysh highly appreciated the level of the work and Mayor Vadym Boichenko said that the main criterion during the recovery process was its quality and safety of schoolchildren.
DONETSK STATE UNIVERSITY OF MANAGEMENT (DSUM)
Donetsk State University of Management is a displaced higher education establishment which work was successfully restored thanks to Mariupol local authorities and assistance from USAID Ukraine in framework of the project the beneficiary of which is MTOT.

There are 20 majors, 7 training areas are accredited and licensed, today there are already more than 30 thousand graduates, 91 doctoral and more than 400 candidate’s dissertations are defended, there are 5 specialized scientific councils for doctoral and candidate’s. University’s success is reflected in a 3rd place in Ukrainian official rating of the Ministry of Education and Science, Youth and Sport of Ukraine among all higher educational institutions of economic and managerial profiles.
At the end of the visit to Mariupol, Minister Vadym Chernysh delivered a lecture to the students of DSUM on “Integration of people from occupied territories. Future of Ukraine”, which turned into informal discussion between students and the Minister on peculiarities of state administration in the conditions of armed aggression of Russian Federation, the importance of providing humanitarian assistance, and maintaining connections with population of occupied territories.
All the facilities and events that Minister visited fully correspond to the state policy on integration of IDPs, as defined in the Strategy of Integration of Internally Displaced Persons and Implementation of Long-Term Solutions to Internal Displacement until 2020. We remind that this strategy was initiated and developed by MTOT and approved by the Decree of the Cabinet of Ministers of Ukraine of November 15, 2017 No. 909-p
